由於少年兒童仍屬身心發展未臻成熟的階段，少年事件之處理秉持「以保護代替管訓，以教養代替處罰」的精神，社區處遇制度的引用及刑事政策強調不使少年兒童太早接觸司法程序的理念，兼以各界重視犯罪預防工作，已使近年來少年兒童觸法人數逐年減少。
Because the juvenile/child’s mental and physical development do not reach the requisite level of maturity, the principle of handling the juvenile crimes is “protection instead of rehabilitation; cultivation instead of punishment”. Further, the figure of juvenile crimes are reducing also thanks to the introduction of the “Community Disposals” and the policy emphasizing on not to involve the juvenile/child into the formal criminal justice system in the early age as well as many groups’ giving prominence on the criminal prevention.
